Between Celene and Thaylias, there is a potential for close to 200 followers being attracted to Tindale, in addition to the population already present. If these followers bring spouses, children or other family memmebrs to live with them, Tindale can go from a medium sized town to a small city in no time.
Remember that not all followers need be combatants. Experts, craftsmen, clergy for the several temples and such, can all be attracted.
Thurvold and Allie also took the leadership feat, bringing the potential population in the barony even higher, and Kel's situation opens the door for trade, so that even the visiting population will increase.
The town itself will likely need to increase its borders, adding on other "quarters".
With war breaking out and the large number of soldiers coming to New Tindale, has anyone considered the building of a castle or other fortified keep? Tindale is alone in a dangerous area with the nearest friends quite some distance away. You have recently come into some cash, with more treasure likely coming, and so the massive expense might be doable.

In Thurvold's case, it is more like Patriarch/Mentor than anything else. I imagine it to be a mix of dwarven warriors, crafts men, etc of Clan relations, plus some wizards of various races at the academy who aren't related to him.
Unless the Baron and his soon to be wife object, the dwarves could probably make a hell of a warren under the city or in an area next to the mines. So many craftsmen could probably also build a fortress or castle in really good time. That, and Wall of Stone spells can work wonders.

Funds are also needed. Cost for a tower or castle is 50,000 GP whereas a fortified keep costs about 150,000 GP according to the base rules. Actual cost to build is subject to variables, but the cost could be divided among the PCs, and revenue from taxes, etc. could be added as well.
New Tindale is currently a walled town. As the city expands, and the castle or keep is constructed, those walls will have to be taken down and rebuilt around the new perimeter or the expansion areas left unwalled which would make sense for farmland and such. This would make the New Tindale area similar in structure to real European medieval towns...outlying areas where crops and cattle are raised, and the poorer residents live which surrounds a walled town where commerce takes place and the merchants and other well-to-do live, with a castle positioned nearby.
Regular patrols by the militia and silver riders would have to be implemented to keep the peace in the 'suburbs' as well as along any trade routes which caravans from the Barbos tribes and other cities might take.

As to the followers: Celene's are likely to be the bulk of the silver rider regiment along with some support noncombatants: Lunari priest or priestess, acolytes, grooms and blacksmiths to care for the horses, and a few others to tend to the garrison's needs (Mess cooks for example.)
Allie's followers will be staffing the casino/temple mostly: Clergy dedicated to The Jester, cooks, an innkeeper, a manager, bouncers to deal with the too rowdy patrons, people to man the gambling games, crafts people to tend to the building and entertainers such as minstrels, bards, and other pursuits. I fully expect many of Allie's followers to have or start families.

No doubt some Barbosians on the Path of Gold would be happy to act as trailblazers or escorts for hire on behalf of merchants and settlers in the area.
